Hardly any topic draws such reliable agreement in executive suites as complaints about the location factors for companies in Germany. Too expensive, too slow, too regulated. The reflex is understandable \u2013 but it rarely leads to a sound judgment. Especially in mid-sized companies (Mittelstand), where a relocation abroad has to be prepared without a dedicated expansion department, what is needed is a framework rather than a general mood. \nMost of these factors can be sorted, weighted, and translated into numbers. At this point we have to talk honestly about bureaucracy. The sums that economic research institutes calculate for companies year after year \u2013 double-digit billions \u2013 sound enormous, but describe only half the truth.<\/p>

What appears on no balance sheet is the working time tied up. Permits, documentation, reporting obligations, and audit reports rarely cost just fees. In mid-sized companies, they tie up the scarcest resource of all: the attention of the leadership level. When a plant management team spends two days a week gathering documents for the authorities, it is missing exactly where it is needed \u2013 in production, with the customer, with its own team.<\/p>
